This collection of essays by sixteen authors makes the case that consular affairs are a dimension of diplomacy. Maaike Okano-Heijmans starts the discussion by writ- ing on consular assistance, focusing mainly on the domestic dimension. She aptly describes the rising public expectations when consular assistance is needed abroad, and the pressures from parliament and the media that give priority to consular cases. Her view that consular affairs bring foreign ministries closer to the domes- tic society is well made. William Maley offers a way to free travel warnings from contaminating influences, such as political considerations and biases in favour of caution or lack of nuances. He suggests outsourcing travel warnings to private agencies. States, which will probably not give up their prerogative to protect their citizens, should be encouraged to include the expertise of private institutions, such as the International Crisis Group, in their preparations for travel warnings.
