Jeffrey S. Thomas/Michael A. Meyer, The New Rules of Global Trade. A Guide to the World Trade... How is one to write a guide to the WTO without ending up with a multi- volume treatise? Given the complexity, comprehensiveness and sheer length of the "new rules of global trade" adopted as a result of the Uruguay Round it is a true challenge to characterize them in some 350 pages. One approach - popular among American authors - would be the selective coverage of particular issues coupled with some background information on the major political controversies that were "settled" by the ensuing agreement. The "guide" of Thomas & Meyer, two international law practitioners from Canada and the US, however, pursues the ambitious and difficult road of giving a comprehensive overview of the entire new GATT/WTO legal ar- rangement. The authors freely acknowledge that this aim may sometimes result in a certain "opaqueness" of their explanations of complex issues, and indeed the main drawback of this book lies in the fact that much of the descriptive part of it consists of close paraphrases of the text of the WTO agreements - which does not always make it very enjoyable reading.
