The External Dimension of the European Fundamental Rights Agency The External Dimension of the European Fundamental Rights Agency Silke Steiner I. Introduction In the course of the preparations for the 50 year anniversary of the Universal Declaration of Human Rights in 1998, the idea of establishing a European Fundamental or Human Rights Agency was born. After a rather long implementation period, the Justice and Home Affairs Council of the European Union reached a fi nal agreement in December 2006 to transform the “European Monitoring Centre on Racism and Xenophobia” into the “European Agency for Fundamental Rights”, which would occur in early 2007. According to this agreement, the Agency’s mandate would be to “provide the relevant institutions, bodies, offi ces and agencies of the Community and its Member States when implementing Community law with assistance and expertise relating to fundamental rights”. The Agency’s task will be to support the Community and its Member States when implementing measures or formulating courses of action within their respective spheres of competence, in order to ensure the respect for fundamental rights.
