Appearing for the Owner from Haight, Gardner, Poor & Havens was D Christopher Heckman, Esq., of Counsel, and for the Charterer from Dunn & Zuckerman, P C was Peter M Bellsey, Esq., of Counsel. BACKGROUND Under the terms of a Charter Party (CP) dated 7 January 1986 on a Baltimore Berth Grain Charter Party Form C Adopted- 1913 as modified by the Embassy of Pakistan, Ultramar Shipping Company (hereinafter referred to as the "Owner"), owner of the US Flag vessel Ultramar chartered its vessel for the carriage of a cargo of 71,000 metric tons wheat in bulk from the United States West Coast portfs to Karachi for the Embassy of Pakistan (hereinafter referred to as the "Charterer"). The CP contained, among many additional clauses, the New York Produce Exchange Arbitration Clause (Rider Clause 21). Disputes having arisen between the parties, this Panel was constituted according to the provisions of Clause 21. FACTS Pursuant to the Charterer's orders the vessel loaded at Portland (OR) and Seattle (WA)
