INTRODUCTION The Report of the Consultative Board, “The Future of the WTO”, is a bold attempt by the present WTO Director-General to breathe life into the multilat- eral trade negotiations being held under WTO auspices, especially since the euphoria and high expectations following its establishment have given way to disappointed expectations largely on the part of developing country members (DCMs). The Director-General says as much in his Foreword to the Report when he states “The failure to launch a new round of negotiations at the Ministerial Conference in Seattle and the later setback at the midway point of the Doha Development Agenda negotiations in Cancun raised for [sic] some serious questions about the future of the WTO. Were we starting to see cracks in the structure of the institution?
