I am making my statement in my capacity as the Legal Counsel of the United Nations. Already on 8 December 1977, the General Assembly reaffirmed that the main objective to be pursued in the field of capital punishment is that of progressively restricting the number of offences for which the death penalty may be imposed with a view to the desirability of abolishing this punishment. While the General Assembly set out a clear direction in that resolution ensuing discussions have not lead to tangible results yet. However, in the area of interna- tional law there has been advancement in the trend towards limiting and eventually abolishing the death penalty.
