INTRODUCTION ... « - .... - .. : ... , Every country of the world struggles with the problem posed by that small group of severe crime recidivists. The general public sees these people as presenting a considerable threat to public safety. Ever since the Dutroux case in Belgium, persistent and severe sex offenders have been the focus of public interest throughout Europe. Accordingly, the relevant criminal law regulations are being tested on occasion to see whether they sufficiently cater for socie- ty's demand for security. Internationally, criminal law has two2 different approaches towards this problem, namely: - by increasing the penalty in response to the demand for security3 ' . - by providing measures for the prevention of crime and for the rehabilitation of offenders in addition to, or instead of, the penalty in place. This paper will provide an overview of the criminal law regulations of different European states directed at dangerous and recidivist criminals. Considerable differences may be ob- served especially with respect to sanctions applicable to those capable of having criminal re- sponsibility. These sanctions will therefore be the main focus of discussion in this
