Concepts of Time and European Citizenship Abstract The right of EU citizens to enjoy full social rights in their host Member State is closely related to their engagement in the performance of economic activities, as either workers, self-employed or service providers. Since the adoption of Directive 2004/38, length of residence has become an additional criterion for entitlement, in the absence of economic engagements.
