Introduction The mechanism of the Chairmanship is a relatively new phenomenon in the OSCE. It was invented in the early 1990s when the then CSCE was still searching for its new identity after the radical politico-military changes in the European security landscape. It was then thought that such a mechanism would help to develop the CSCE in the direction of a rather specific and flexible institution, free of bureaucratic burdens but full of political will to meet new challenges. The Chairmanship mechanism has changed a great deal from the moment of its inception. It grew, developed and matured together with the CSCE also providing for rather smooth transition from the Conference (CSCE) to the Organization (OSCE). Its exact role and functions have changed and are de facto still in the process of being developed.
