CSCE CHRONICLE CSCE Review Conference started in Budapest Arie Bloed 1. Budapest Review Conference On 10 October 1994, the CSCE Review Conference commenced in the Hungarian capital of Budapest. On 5 and 6 December it will be followed by a CSCE Summit meeting. As with the previous four follow-up meetings', the conference focuses on a review of the implementation of CSCE commitments by the 53 participating states as well as on the adoption of new commitments. A great number of proposals by CSCE states have been made for the Budapest Review Conference. The major proposals are the Dutch-German Kinkel-Kooijmans proposal, the Austro-Hungarian proposal for a `Roadmap from Vienna to the CSCE Summit in Budapest' and far-reaching proposals by the Russian Federation: a) Germany and the Netherlands have elaborated the so-called Kinkel- Kooijmans (K+K) proposal, presented by both Foreign Ministers to the Permanent Committee in Vienna in April. One of the most interesting elements of the 'K+K-proposal' concerns the relationship with the United Nations.
