Considerations on the European Community and the New World Order' Lucio Levi The revolutionary changes which are following one another at ever increasing speed (perestroika in the USSR, the fall of the Communist regimes, the unification of Germany, the end of the Cold War) are eroding the old world order which was established after the Second World War. But a new order has not yet asserted itself. The Gulf War is in fact an expression of the crisis of the old bipolar order and, at the same time, of the lack of a new order. It removes the illusion of an already acquired progress towards a pacific world order. And it marks the defeat of the two political institutions (the EEC and the UN), which pursued the design of solving the conflict through negotiation. However their role shows exactly where pressure should be exerted to create a new world order, which makes the force of law prevail over that of weapons. The complex problems of the transition from the old to the new order require that questions be raised on the characteristics and tendencies of world politics.
