CSCE DOCUMENTS Interim Report of the CSCE Rapporteur Mission on the Situation in Nagorny Karabakh Introduction The Rapporteur Mission to Azerbaijan and Armenia was established by the Deputy Prime Minister and Foreign Minister of the Czech and Slovak Federal Republic in his capacity as Chairman-in-Office of the Council of Ministers of the Conference on Security and Cooperation in Europe. This followed the decision of the Council of Ministers meeting in Prague on 30 and 31 January to take up the invitation of the Governments of the two Republics to send a mission to report on progress towards full implementation of CSCE commit- ments. The Mission was charged to submit an interim report on the situation in Nagorny Karabakh within twenty one days. The following is that report. The Mission visited Moscow and then the Republics of Azerbaijan and Armenia from 12 to 18 February. The Chairman and some members visited Nagorny Karabakh on 17 February while other members spent the day at Agdam and a third group carried out a programme in Goris.
