A new priority for the OSCE: Education reform in South-East Europe A new priority for the OSCE: Education reform in South-East Europe Yannick du Pont 1 In recent years the OSCE has embarked on educational activities particularly in South-East Europe and the Caucasus. The previous Bulgarian Chairman-in-Office made Education Reform a priority. The current Slovenian CIO has stressed the importance of Education and Human Rights. In South-East Europe ( SEE ), three missions particularly stand out with regard to education related activities, i.e. Bosnia and Herzegovina ( BAH ), the former Yugoslav Republic of Macedonia ( FYROM ) and potentially Kosovo. 2 This article will examine the necessity of reforms in these territories and will formulate recommendations. The former Bulgarian Chairman-in-Office of the OSCE made education a priority. During his visit to Sarajevo on 29 March 2004, Minister Passy stated: ‘ Education is a major tool for setting up democratic institutions and securing democratic governance, for generating respect for human rights, for sustainable economic development and raising human resources for successful market economies. We should also keep in mind that future peace and security in the region depends very much on the proper education and training of young generations ’.
