Austria's OSCE Chairmanship: A 'lame duck' from its beginning COLUMN Austria's OSCE Chairmanship: A 'lame duck' from its beginning Austria's bilateral relationship with its partners in the EU is frozen. As a conse- quence of the FPOe's entry into the Austrian government, the 14 other EU govern- ments have reduced their contacts with the Austrian government to a level of unprecedented coolness. The European Parliament has sharply condemned the formation of the FPOe-OeVP government. And the European Commission has declared - which is also unique - that a close eye will be kept on Austria especially with regard to Articles 6 and 7 of the Amsterdam Treaty. This only affects Austria's standing within the EU and with respect to the other EU members, however, it does not as such affect - directly - Austria's ability to fulfil its tasks within the international community outside the EU. The Austrian government, especially the Austrian Foreign Minister, will be able to live up to their duties under the Austrian Chairmainship of the OSCE - officially, that is. But in reality, the Austrian isolation within the EU cannot be completely compartmentalized.
