It also examines the waxed question of the definition of minorities in constitutional laws and international law. Part II, which is divided into three chapters, analyses a number of grounds which form the basis of discrimination of minority groups. Two facets of discrimination provide the focus of examination; these are dis- crimination on grounds of colour, race and ethnicity and discrimination based on religion or belief.
