This is the second edition of a highly acclaimed work produced by Professor Natan Lerner in 1991. 1 The second edition has all the positive features and char- acteristics of the first edition. The book is divided into four parts and sixteen chapters in total. Part I, consisting of the first two chapters, provides a historical overview of the protection of minorities and groups under international law. It also examines the waxed question of the definition of minorities in constitutional laws and international law. Part II, which is divided into three chapters, analyses a number of grounds which form the basis of discrimination of minority groups. Two facets of discrimination provide the focus of examination; these are dis- crimination on grounds of colour, race and ethnicity and discrimination based on religion or belief. Chapter three, in providing a survey of the 1965 Convention on the Elimination of All Forms of Racial Discrimination (hereinafter: 1965 Convention), examines its substantive provisions
