Book Review 721 Book Review The Changing Functions of the Western European Union (WEU), Introduction and Basic Documents. Edited by Arie Bloed & Ramses A. Wessel, Martinus Nijhoff Publishers, Dordrecht, Boston, London 1994. This book contains a preface by the Foreign and Defence Ministers of the Netherlands (p. ii), an introduction (pp. xi-xii), a survey of the Union cover- ing different aspects under the heading of "The Changing Functions of WEU" (pp. xiii-xxx), a chronology of ministerial meetings between 1948 and 1994 (p. xxxi), an extensive collection of documents, including the constitutive instruments, relating to the WEU from 1984 when the Union was reactivated, up to the summer of 1994 (pp. 1-206), a selected bibliography (pp. 207-11), and, finally, an index (pp. 213-20). The book has appeared timely to fit into the current discussions concerning the re-shaping of the European security and defence structure. Evidently, the availability of the treaty texts and relating instruments comes in handy. The concise description of the Union with references to various documents is indeed very valuable and also the future out-look. This may be so, in particular, for readers in non-member countries.
