3 Guest Editor's Note In the fight for a better invironment, that is, for survival, scientists and engineers play a crucial role. We need more research, and stricter standards. But lawyers are needed, too. One task is to help the scientists, politicians and bureaucrats to set the standards and to make them as binding and clear as possible. Lawyers can also play a more independent role, however. First of all, they should take part in the discussion on political and legal strategies. Secondly, their expertise is of particular use when it comes to questions of en- suring compliance with the law. Matters of responsibility and liability, verification, peaceful settlement of disputes and enforcement are at issue. Thirdly, lawyers should analyse the broader contexts of international environ- mental law and the place for individual and group rights in this respect. The present special issue of the Nordic Journal of International Law is primarily devoted to these issues where lawyers have a special mandate and responsibility. I am grateful to the authors for having responded so positively to our proposal to join the special issue. International environmental law is one of many indications of an increasing interspersion of the 'international' and 'internal' and the changing nature of the international legal system. It is only benefitting for the Nordic Journal, with the con- cept of jus gentium appearing in its name, to pay attention to environmental law, human rights and similar areas.
