Introduction Within the last twenty years there has been a growing interest in the special situation of indigenous peoples by the international human rights community, in large part because of the increased presence of indigenous peoples' organisations in global and regional human rights forums. Indigenous peoples' concerns have risen to promi- nence because of their efforts to draw international attention to the deplorable social, economic and cultural conditions with which almost all indigenous peoples struggle. In response to the conditions faced by indigenous peoples, efforts have been focus- sed upon the development of new human rights norms specific to them, particularly through the activities of the United Nations Working Group on Indigenous Peoples (the "Working Group"). The Working Group has now nearly completed a Draft Declaration on the Rights of Indigenous Peoples (the "Draft Declaration").
