The Small Nations of the North in International and Constitutional Law KAUTOKEINO SEMINAR 1985 A seminar on »The Small Nations of the North in International and Constitutional Law« was held 30 June through 4 July 1985 in Guovdageaidnu (Kautokeino) in the Sami heartland in Northern Norway. The seminar was the third of its kind, the two previous ones having been held in Mariehamn, Aland 1980 and in Torshavn, Foro- yar 1983. The seminar took place at the Nordic Sami Institute, which also took care of all local arrangements. Grateful thanks are reported to the Saami Institute. The Small Nations of the North are the self-governing peoples of Aland, Foroyar, and Kalaallit Nunaat (Greenland), and also the Sami people (the Lapps). The peop- le of Shetland may also be deemed to belong to this group. The seminar focused on three main themes: - Anatomy of Autonomy (including lectures on autonomies outside the Nordic area) - Status of the Sami people - Universitas Borealis The seminar was made possibly by grants from: - Nordic Cultural Foundation - Norwegian Ministry for Municipal Affairs and Labour - Norwegian Ministry of Justice and Police - Norwegian Research Council for Science and the Humanities - Alands Landsting Most of the papers read and discussed at the seminar are reproduced on the follo- wing pages. The proceedings of the first two seminars were published as special issues of this Journal: - The Mariehamn seminar: Vol. 51 (1982), fasc. 1/2 - The Torshavn seminar: Vol. 54 (1985), fasc. 1/2 A fourth seminar is scheduled to take place in Nuuk (GodthAb), Kalaallit Nunaat (Greenland) in the summer of 1987.
