DR TOMA BIRMONTIENE Consultant in health legislation Ministry of Health of the Republic of Lithuania POLAND Mental Health Protection After many years of discussions, both by professionals as well as by the public at large, a law on the Protection of Mental Health, adopted on 19 September 1994 (Official Gazette, No. 111, item 535), came into force. In its preamble, the Law states that mental health is a fundamental personal good of every human being, and that it is the duty of the State to protect persons with mental disturbances. The Law attaches major attention to preventive action. Article 4 enumerates forms of activities, with a view to protecting mental health. This includes, in particular, establishment of psychological counselling, support to self-help groups, inclusion of the subject of mental health in training programmes for medical personnel, teachers and persons dealing with resocialization or organization of leisure.
