Development of Patients' Rights and Instruments for the Promotion of Patients' Rights 105 EDITORIAL Development of Patients' Rights and Instruments for the Promotion of Patients' Rights The rights of patients are on the road but there exists a difference between countries as to how far they have moved forward on this road'. One of the reasons, that doctors and their organizations sometimes oppose to the recognition and regulation of patients' rights is because they are afraid that their position will be affected. Reactions because of a shift in a social relation are understandable, however, in the case of patients' rights they are not justified. The main reason is that health care, as doctors agree, exists and is paid for in the interest of the patient. The patient is central in health care. Consequently it is primarily up to the patient to determine which decisions are taken, the more so because in health his physical and mental integrity are involved. It would be rather peculiar to have a social system aimed to accommodate persons in which the most concerned are not at least equal actors.
