Although uncommon in legislation or case-law, ‘governance’ is a standard term frequently used in political science, public administration, social policy, human development and administrative research vocabulary. It essentially refers to the complex of rules, values, procedures and structures — generally referred to as ‘ checks and balances ’ — that determine how decisions are taken and imple- mented. Together with leadership, governance is identified by the WHO as one of the six key building blocks of a well functioning health system. 1 Governance can be encountered at different levels of human activity. Within the world of health, Preker and Harding 2 identify four main levels of gover- nance. First, there is the global or international level.
