Printed in the Netherlands The Chilling-Effect of Liability Law on Initiatives to Enhance the Reliability of On-Line Health-Related Information CORIEN PRINS & MAURICE SCHELLEKENS * 1 Introduction In November 2002, the European Commission published a Communication on quality criteria for health-related websites. 1 In this document, the Commission argued that health-related websites are among the most frequently accessed sites on the Internet, with estimates indicating that there are over 100,000 sites offering information. 2 Now, more than one year later, numerous new sources of information have been added. In this virtual world of information overload, it appears difficult to get a grip on the correctness, completeness and legitimacy of the information and material available. Often, a clear statement regarding the source of the informa- tion is lacking as well as the name, address and credentials of the information provider. Also, providers fail to update their site on a regular basis and websites usually lack a statement describing what procedure and criteria were used for selection of the content. But even when these indicators are available, it still appears difficult for users
