The Establishment of the Tribunal 139 The Establishment of the Tribunal Introductory addresses Sabine Leutheusser-Schnarrenberger Federal Minister of Justice, Bonn For some time, it has looked as if the seat of the International Tribunal for the Law of the Sea would not be in Germany at all. The problems, which for more than a decade stood in the way of our accession and that of other industrialized states, were finally resolved by the Agreement Relating to the Implementation of Part XI of 28 July 1994 only a few months before the entering into force of the United Nations Convention on the Law of the Sea. I am glad that these problems between the industrialized states and the developing countries relating to deep sea-bed mining have been resolved in negotiations, which were not simple, but, nevertheless, ended in unanimity. This "peaceful settlement", as I would like to call it, also serves as an encouraging sign for the future of the Convention. There are already more than 80 States Parties, and others are preparing to become a party, especially the industrialized countries which had previously hesitated because of their reluctance towards a sea-bed regime with too many regulations.
