The environmental problems facing the region of the Baltic Sea, a semi-enclosed sea bordered by both Eastern and Western European states, must be considered in the context of the critical state of the Eastern European environment in general. Accordingly, an important role of the international legal framework addressing the protection of the Baltic environment is to provide a vehicle for the cleaning up of Eastern Europe, as the author points out in the introduction to this book. Although legal issues constitute the focus of the work, these are perceived as closely related to the political and economic realities of the situation. In addressing the specific situation of the Baltic, the author generally also relates the relevant issues to the broader issues of marine pollution. In the first chapter, the author describes the geographical and hydrological characteristics of the Baltic Sea area, as well as its natural resources.
