426 UNEP Now We Are Twelve: The Northwest Pacific Joins UN Environment Programme's Regional Seas Programme* Introduction On 14 September 1994 the governments of China, Japan, Republic of Korea and the Russian Federation approved the Action Plan for the Protection, Manage- ment and Development of the Marine and Coastal Environment of the Northwest Pacific Region (NOWPAP). This is the eleventh Action Plan' for the protection of the marine environment developed under the auspices of the Regional Seas Programme of the United Nations Environment Programme (UNEP) since its inception in 1974. In that year, the Governing Council of UNEP designated oceans as one of its priority areas and endorsed a regional, comprehensive and trans-sectoral approach to the management of marine and coastal resources and the causes and consequences of marine environmental degradation. 2 Preparatory phase The procedure followed for the adoption of NOWPAP is similar to that followed for the other Regional Seas Programmes. Governments of a region initiate the request to UNEP to assist them in the development of an action plan, which outlines the substantive aspects of a regional sea programme, and which is then formally adopted by an intergovernmental meeting of the regional governments.
