Th is preface presents a brief personal statement. Th e Introduction that follows discusses some of his scholarly accomplishments. A biography will be off ered in the next issue of the journal (Volume 14, no. 1). Saadia Touval was my twin. We were both born the same month, a few days but half a world apart. We did not meet until 35 years later when, as grantees of the Social Science Research Council’s international organization program, we were brought together (we actually roomed together) at a post-grant workshop where we reported on our results. Saadia’s work was on African boundaries, soon to become a book, and mine was on African negotiations with the European Economic Community, also on its way to a book. We corresponded and then again met in Uppsala the next year at a workshop by the Scandinavian Institute of African Studies on African boundary problems.
