THE INTERNATIONAL CRIMINAL COURT A NNALISA C IAMPI ∗ The current column covers the period from 1 st July 2003 to 31 January 2004. The International Criminal Court (ICC) has become a functioning institution built on the system established by the Rome Statute. The Court is now at the operational stage with judges constituting the Chambers elected and sworn-in, the Presidency in place, the Prosecutor and the Registrar already in office. Procedural and organizational developments are discussed separately for each of the four organs of the Court. I. O VERVIEW The Assembly of States Parties (ASP) held its second session in New York on 8–12 September 2003. The Assembly heard statements from Judge Philippe Kirsch, President of the Court, and Mr. Luis Moreno Ocampo, Prosecutor of the Court. Mr. Serge Brammertz, a national of Belgium, was elected Deputy Prosecutor of the ICC. The ASP proceeded to elect the members of the Committee on Budget and Finance and of the Board of Directors of the Trust Fund for the benefit of victims of crimes within the jurisdiction of
