The political leadership of the workers and the foundation of new cities, the behaviour of the foreign specialists and their families in the host country-"the narrow provincialism rather proudly displayed by the spouses of certain competent officials has frequently outweighed the good done by the patient work of their husbands". There is quite a difference between American and European experts in the Middle East-"the secret of success of many continental European specialists in the Middle East may perhaps be traced to their willingness to act as subordinates in the local government hierarchies". Why were the Americans successful in Turkey, but encount- ered considerable difficulties in some Arab states, and failed in Iran? Naturally it is impossible to answer such questions in a few minutes, but an open discussion at the confer- ence was really useful. "The Interaction of education and public responsibility" was the interesting subject of Alford Carleton, who as former president of the Aleppo College could rely his own many years' experiences.
