EXODUS XXIII 1-3, 6-8: A DECALOGUE FOR THE ADMINISTRATION OF JUSTICE IN THE CITY GATE BY J. W. McKAY Hull It has long been recognized that vv. 6-9 in Exod. xxiii stand in some kind of relationship to vv. 1-3. The precise nature of this relationship has, however, been described in different ways. For example, S. R. DRIVER believed that vv. 6-9 "form the continuation of vv. 1-3", their natural connection being interrupted by the insertion of vv. 4-5, but that the two now separate sections are different in intent, "vv. 1-3 dealing with fairness in bearing witness, and vv. 6-9 with fairness in administering justice" 1). In contrast, McNEILE argued that vv. 6-9 appear to be a later addition to the text because much of the language is Deuteronomic and the content looks like repetition of injunctions found elsewhere in the Covenant Code 2). More recently, GERSTEN- BERGER has maintained that vv. 1-3 and vv. 6-9 contain two separate collections of prohibitives. He analyses the first collection into three pairs of prohibitives and submits that each pair was in all likelihood an independent unit originally. He then suggests that the second collection opens with a general introduction
