A Footnote On the Chinese Army in 1911-12 A FOOTNOTE ON THE CHINESE ARMY IN 1911-12 BY JEROME CH'EN The f ootnote in question appears in a hastily compiled collection of important memoirs, the Hsin-hai Shou-i Hui-i Lit > hereafter Sho2z-i > Wuhan, > 1057, II, 224) and it reads: l In the 30th year of the reign of 1,?uaiig-listi (1904), the Army was being reorganized. The Commission for Army Reorganization (Lien-piy2gCTz'z,i, was established in the capital, with a branch office in each province. The plan was to train thirty-six divisions [of modern troops]. In the 3rd year of the rcign of Hsuan-t'ung (igi i), in addition to the six Peiyang Divisions the following divisions were completed: thc 8th in Hupei, the gth in Isiangsu, the lothin Fukien, thc yth in Szechwan, thc igtli in Yunnan, the 20th in Fen?ticn, the 23rd in Kirin, the 25th in 1W vanysi, and the 26th in Kwangtung.
