Book Review: The Environments of the Poor in Southeast Asia, East Asia and the Pacific , edited... Aris Ananta, Armin Bauer and Myo Than (eds.), (2013) The Environments of the Poor in Southeast Asia, East Asia and the Pacific . Singapore: Asian Development Bank and Institute of Southeast Asian Studies. 299 pages. IBSN : 978-981-4519-00-7. The Asian Development Bank, in collaboration with development partners, has revised papers presented at the 2010 “Environments of the Poor” conference in New Delhi into three publications, one of which is The Environments of the Poor in Southeast Asia, East Asia and the Pacific . The main objective of the book is to show that a “triple-win” is possible: reducing poverty, improving environmental quality, and mitigating and adapting to climate change. Many countries in Southeast Asia, East Asia and the Pacific have observed rapid economic growth and poverty reduction in recent times, but the living standards of many fishing, farming and other natural resource-dependent peoples have not improved. Moreover, the drive for economic growth has been a prime contributor to environmental decline. Markets have failed to capture environmental values and deal with negative externalities such as pollution. Public regimes of regulation—at local, regional and global levels—are inadequate.
