Technology Policy in National Development: A Comparative Study of the Automobile Industry in Nigeria and Brazil O. AKIN ADUBIFA* ABSTRACT This paper examines the historical development of the Automobile Assembly Industry in Nigeria and Brazil, two important Third World Countries whose size, population and economic circumstances are rather similar. A comparative analysis of policy performance in both coun- tries is offered primarily to assess how the Brazilian effort has enhanced the nation's technological capability and led to a successful development of the automobile sector while the Nigerian approach has not. Introduction NIGERIA AND BRAZIL are two important countries that share a common aspiration of becoming the giants of their respective continents, with visible potential of rapid economic development based upon the similarities of their available resources, human capital, size of internal market, and even cultural heritage. By the time Nigeria became independent in 1960, Brazil was already beginning to take industrialization seriously, and consciously exploiting its proximity to the United States.
