Sadako Ogata, Normalization with China, A Comparative Study of U.S. and Japanese Processes... 314 BOOK REVIEWS Sadako Ogata, Normalization with China, A Comparative Study of U.S. and Japanese Pro- cesses (Berkeley: University of California, 1988), xii, 113 pp. Paper $15.00. This Institute of East Asian Studies research monograph goes beyond conven- tional assumption to probe the related processes of US-PRC and Sino Japanese nor- malizations. Prime Minister Sato received only a few minutes warning of Nixon's announced intent to visit Beijing, and yet, despite reaction to this "Nixon shokku", one might still expect great similarities in these twin processes. Afterall, the US had been directly involved in the modern political development of Japan and the historical significance of the US-Japan security arrangement is beyond dispute. Sadako Ogata does cite similarities such as the political cooptation of the foreign policy-making of the State Department and Foreign Ministry, and the "strong impact of domestic pressure groups", but his analysis features differences rather than similarities. The Japanese response to the World War II experience has made for quite a dif- ferent foreign policy perspective. According to the author, the Japanese do not, as a matter of course, think in terms of the use of military means in their foreign policy.
