But because he does not extend his analysis beyond the administrative framework of Nairobi govern- ment, he fails to consider the other legacies of colonialism, such as the landless and dispossessed who have migrated in such vast numbers to an already over- burdened urban environment. The author concludes that the future of democracy in Nairobi rests with the ability of the administrators to adopt measures that permit "elasticity", and thus effectiveness, of control, before the problems they confront are so overwhelming that the choice is only between chaos and authoritarianism.
