N.Y., Grossman, 1971, pp. xx, 204, $ 12.50. The inclusion of a volume justifying many of the guerilla struggles in Africa in a World Order Series which focuses on the question of "how to reduce significantly the likelihood of international violence" (p. vii), may appear paradoxical. Yet Dr. Grundy would argue that a resort to violence in the short run may be "a necessary means to the achievement of... the absence of violence" in the long run (p. 4). Moreover, "there is a usage of the term violence by which a political and socioeconomic order that is psychologically disruptive and demeaning would be regarded as violent" (p. 3). As its subtitle suggests, the book deals with two related themes: organized political violence in Africa before and since independence, and the prospects for guerrilla war- fare, particularly in Southern Africa, during the balance of the century. The author begins with the construction of an "abbreviated model" in which political violence is the dependent variable and systemic frustration the independent variable.
