335 BOOK REVIEWS Louis B. Sohn (eds.), Basic Documents of African Regional Organizations. Volume I, Dobbs Ferry, Oceana Publications, 1971, pp. ix, 296, $ 35.00. At $ 35 for the first of a projected three or four volume series, this book is clearly a reference work for research libraries and serious scholars. As such, it is very useful. Louis Sohn had to make three basic decisions in assembling these docu- ments : what organizations to include, what kinds of documents to concentrate upon, and what kind of editorial paraphernalia to provide. None of these deci- sions was self-evident. On the question of what organizations to include, Sohn starts with the most obvious, the Organization of African Unity (OAU), since it groups all the states on the African Continent that are members of the United Nations except South Africa. In the chapter on the OAU, he however gives us documents from five "predecessor" groups which he calls curiously "preliminary documents". Two are obvious: the "Casablanca group" and the Inter-African and Malagasy Organization (or "Monrovia group"). One is plausible: the Union of African States (or "Ghana-Guinea-Mali Union").
