Edited by John P. Lea and John M. Courtney, 1985, The World Bank, 122 pp. The elements that constitute the planning and management of Asian cities are multi-dimensional. Conflicts do arise in the definition of the problems, the formulation of solutions, and the mechanization of plans. The monograph originated in 1983 from a symposium on planning and management of cities in the Third World sponsored by the World Bank in association with the Commonwealth Association of Architects and the Royal Australian Institute of Architects. A shift in the orientation of urban management is succintly noted in Churchill's foreword which describes it as "no longer the systems of control but rather sets of behavioural relationships; the process through which the myriad activities of the inhabitants interact with each other and with the governance of the city". The report focuses on the World Bank's involvement in large urban projects in selected Asian cities - Manila, Jakarta, Calcutta, and Madras, and describes the dilemma of foreign consultants in the conduct of these projects.
