For a long time now, there has been a serious imbalance in the distribution of wealth throughout . the societies of Southeast Asia and widespread poverty exists alongside the great wealth of a smaller number. According to the Second Asian Agricultural Survey (Asian, 1977, p. 3) the problem of rural poverty has considerably worsened in the past decade (1968-78) and is aggravated by increasing inequalities of income. In most countries, 20 per cent of the people receive approximately 50 per cent of the national income, while the lowest 40 per cent of the people receive less than 20 per cent of the income. The causes of poverty in the rural areas of Southeast Asia, the contrast in wealth between the rural areas and the urban areas, and the imbalance between the different ethnic groups are complex problems.
