From 571,243 in 1952,' they reached 1,953,231 in 1979.2 The executive positions in this service are held by graduates, that is to say those who hold at least the Sarjana Muda, or Bachelor's degree. With a view to establishing a profile of this directing category, a survey was undertaken in 1982,' and it is to some of its findings that reference is made in what follows. The total number of graduate officials then on the payroll of the State Personnel Office (Badan Administrasi Kepegawaian Negara, often abbreviated to BAKN) was 231,907. A systematic random sample of 1,001 of their files, structured by Bachelor/ Higher degrees and Government Department/Non-Government Bodies/Autonomous Regions, was chosen from which to obtain information. In addition, the same in- dividuals were sent postal questionnaires requesting more data whilst ensuring com- plete anonymity; 489 were returned completed." In what follows, "files" and "respondents" will respectively refer to these sources of information.
