Editorial It is with great pleasure that the Editorial Board presents this eighth volume of Grotiana. In the same breath the Board offers its apologies to the subscribers of the periodical for the considerable delay in the publication of this volume. The Editors trust that this delay will be made up for in the twelve months to come which, it is hoped, will see the publication of two more volumes. The present volume contains articles of a wide variety and covering the legal, theological and literary spheres. The volume opens with two contri- butions from China. First, Mr. Wei Chun of Peking University amply discusses the climate for foreign investment in China. In the second article Professor He Qizhi offers a consummate overview of the present state of intemationallaw in China. Edwin Rabbie and Henk Nellen of the Grotius Institute at The Hague interpret a hitherto unknown introduction to one of Grotius' major trea- tises from the days of the Remonstrant troubles. Leonard Besselink of Amsterdam University reviews a recent decision of the European Court of Justice in matters of narcotics along Grotian lines. Finally, Arthur Eyffinger enlarges on Grotius' dramatic and patriotic verse. Jan Willems of Limburg University has once again supplied a biblio- graphical list of recent publications in the field of Grotian studies. Once again, the Editorial Board expresses its gratitude to the Netherlands Organization for the Advancement of Research (N. W.O.) for the grant which made publication of this issue possible. 3
